While the curation is not nearly as strict as the Oculus Store, not everything will be available as an App Lab app. However, not everything is available on App Lab - developers still need to submit applications for approval onto the App Lab service. As a result, Facebook decided to implement a curation policy for content that appears on the Quest through the Oculus Store.
